Earlier this month, the \nChristchurch City Council approved $87,850 [<a rel=\"noreferrer noopener\" href=\"http:\/\/councillive.ccc.govt.nz\/video\/8314\" target=\"_blank\">http:\/\/councillive.ccc.govt.nz\/video\/8314<\/a>]\n for the creation of the relocatable track. The Waipapa\/Papanui Innes \nCommunity Board at the end of last year, was approached by local boy \nShannon Smith, who organised a petition in support of a bike or skate \npark.\u201d<\/p>\n\n\n\n<p>I do support Shannon\u2019s request for a permanent pump track to be \nlocated within MacFarlane Park, which is why I got involved and emailed \nthe Papanui-Innes Community Board, after seeing the article (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.yumpu.com\/en\/document\/read\/62281827\/norwest-news-december-18-2018\" target=\"_blank\">\u201cTemporary pump track not good enough \u2013 Shirley pupil\u201d<\/a>:\n A Shirley Primary School pupil says the push to install a temporary \npump track is not the option he wants) in the Nor\u2019West News [Page 11]. \n(see Timeline below,  18th December 2018)<br><br>Based on my local knowledge, I sent an email to the Papanui-Innes Community Board:<br> \u2013 to outline my observations regarding the proposed location, and<br> \u2013 providing two different permanent options for a track located in MacFarlane Park,<br>which\n would integrate this new facility into areas already well used by the \nchildren\/families of Shirley. (see Timeline below,  21st February 2019)<br>Local\n children naturally go to the Jebson Street part of MacFarlane Park \n(Option 1: Flying Fox, Shirley Community Garden, Toilets &amp; Seating),\n or to the Acheson Avenue end of MacFarlane Park (Option 2: Playground, \nBasketball Court, MacFarlane Park Centre, Dairy, Toilets &amp; Seating).<br>I\n am currently researching permanent pump track options, based on the Gap\n Filler pump track project #detour (corner of Manchester and Gloucester \nstreets.)<\/p>\n\n\n\n<p>I do not support the proposed temporary modular pump track being purchased\/installed on 10 Shirley Road.<br>\u2013\n The 10 Shirley Road site in Richmond was chosen, as there are no \nsuitable locations in Shirley, that have the required 40m setback from \nresidents, due to the noise levels associated with the modular pump \ntrack design\/construction. Due to these restrictions it cannot be \ninstalled in MacFarlane Park.<br>\u2013 Local children in Shirley know there \nis an \u201cinvisible boundary line\u201d,  they are free to play unsupervised, as\n long as they don\u2019t cross the  major roads and stay within MacFarlane \nPark.<br>\u2013 The proposed pump track will be mainly  used after school and\n on the weekends, when the crossing lights (red  light runners) from \nShirley Primary to 10 Shirley Road, will not be  supervised by a \nteacher. <br>\u2013 The proposed modular pump track \u201cQuadragon\u201d, is the next \nsize up from  the \u201cSpeed Ring\u201d modular pump track in Burwood (corner of \nNew Brighton  Road and Brooker Ave).<br>\u2013 What is the expected life of \nthis temporary  modular pump track design? As the Burwood track is \nalready showing signs of wear &amp; tear (installed June 2018).<br>\u2013 \nWhat is the cost of the base required for the proposed pump track, to be\n installed at the 10 Shirley Road location? The Burwood track has a \nconcrete base with gravel top coat, is this included in the $87,850 \nprice?<br>\u2013 Residents are awaiting the \u201cRichmond Community Needs \nAnalysis\u201d report by Sarah Wylie &amp; \u201cShirley Community Centre \nFeasibility Study\u201d by Peter Burley. When a decision is made to build a \nnew community centre on the 10 Shirley Road site, this temporary modular\n pump track will need to be relocated to a new site, but due to its \nrestrictions where?<\/p>\n\n\n\n<p>As a community we need to ask ourselves whether we want temporary facilities as part of our children\u2019s childhood memories?<br>Or\n whether we should be investing in building permanent facilities? \nFacilities that enliven our community, and rise up a sense of identity \nand well-being through the memories created, when our children connect \nwith our community spaces.<\/p>\n\n\n\n<p><strong>Timeline<\/strong>:<br>\u2013 24th August 2018<br>Shannon Smith created\/presented his petition to the Papanui-Innes Community Board.<br>\u201cDo  you want a scooter, skate and bike park for Shirley?
